MONUC Civil Affairs Section’s activities are conducted within the MONUC’s mandate as defined by UN Security Council in three resolutions, 1756 & 1794 (adopted in 2007) and 1856 (adopted in December 2008), which empowers MONUC to take necessary actions on:
- The protection of civilians, humanitarian personnel and UN personnel and facilities;
- The voluntary return of Internal Displaced Persons (IDPs) and refugees;
- Territorial security of the Democratic Republic of Congo and stabilization of the country;
- The Disarmament and demobilization of foreign and Congolese armed groups;
- Security Sector Reform (SSR)
More specifically, within this framework, Civil Affairs Section has developed four pillars of activities, which are: - Restoration and extension of State authority throughout the DRC.
- Support to the Civil Society Organizations.
- Protection of civilian populations.
- Logistical support to humanitarian agencies, International NGOs, local Civil Society Organizations.
