Closure of MONUC

On 1 July 2010, the UN Security Council renamed MONUC the United Nations Organization Stabilization Mission in the Democratic Republic of the Congo (MONUSCO) to reflect the new phase reached in the country.

Elections

The Electoral Division of MONUC received its current mandate from the Security Council resolution 1856 of 22 December 2008. This resolution mandates MONUC to work “in close cooperation with the government of the Democratic Republic of the Congo- in order to: […]

a) Strengthen democratic institutions and processes at the national, provincial, regional and local levels;
d) Provide assistance to the Congolese authorities, including the National Independent Electoral Commission (IEC), in the organization, preparation and conduct of local elections;”

The work of the Electoral Division has two main aspects:

  • Giving operational support to the electoral process
  • Adopting an approach that prioritizes capacity building as an overall strategy in order to assure a sustainable and fully operational electoral commission capable of managing all the aspects of the electoral cycle.
