Debates around Major General Joseph Kabila's Enrolment and CIAT's communiqué calling for a Stepping Up of FARDC's capacities make the headlines of today's local press.
'Joseph Kabila compromises his Eligibility,' La Tempête des Tropiques says in its headlines, referring to a 'Controversial Enrolment' since 'the presidential decree signed by his late father appointing him Major General has never been repealed.' Having looked into the pros and cons, the paper denounces the army's 'connivance' in transmitting to the Independent Electoral Commission a list of officers excluding President Joseph Kabila's name. 'The argument that Joseph Kabila is not an army official on duty is seen as unconvincing by many observers,' La Tempête des Tropiques says.

Le Phare, in turn, wonders about President Kabila's current status. 'Has he returned to civilian life or he still has ties with the army.' The paper also refers to the argument that 'President Joseph Kabila's demobilisation from the army must be sanctioned by a presidential decree.'

On another subject relating to the electoral process, Le Potentiel reveals 'the outlines of the electoral law.' The paper says, 'During the parliament's recess, a joint group comprised of Senators, MPs and MONUC experts would be at work to prepare the draft electoral law.' According to the paper, the group provides for 'a 400-member MPs and a 108-member Senators.'

In another article, the paper is greatly concerned about the flare-up of violence in North Katanga. 'The massacres of populations and the plundering of districts are common place in North Katanga and as a result, the provincial and central authorities no longer attach any importance' Le Potentiel considers North Katanga as a 'new DRC volatile region,' and says, 'the Maï-Maï are the new threat to the electoral process.' Going back over the same issue, Le Palmarès says, 'Maï-Maï have attacked villages in the Mitwala Territory.'

Referring to the threats to the electoral process, Le Phare reports, 'Kampala has dropped the MRC, a new Congolese rebel movement, following DRC and the International Community's pressures.' Le Palmarès adds, 'Ugandan authorities warned the MRC and any other armed groups on its territory against launching attacks on the DRC.'

L'Observateur focuses on CIAT's communiqué and headlines: 'CIAT has called for a reinforcement of FARDC capacities.' La Tempête des Tropiques says, 'CIAT has called on DRC Government to enhance FARDC capacities.' Exploring the same communiqué, Le Potentiel reports, 'CIAT has appealed to the Government to step up FARDC's capacity.'
