The paper says, 'There were lots of negotiations amidst tensions,' and indicates, 'Retention of the names listed for removal did not come as a surprise at all and some owe their appointments to bitter negotiations.'

La Tempête des Tropiques reports, 'The list of CEOs to run public firms includes MPs and senators.'

La Référence Plus headlines, 'the list of CEOs is finally out,' and notes, 'Contrary to the new spirit, it is the MPs, senators and pioneers of DRC's independence who have gotten the lion's share.

L'Observateur, for its part, reports, 'The new board of administration appointed includes personalities from components and entities who signed the All-inclusive Agreement.' The paper further says, 'Almost all the outgoing CEOs were removed, except for the managing director of the National Electricity Company known as SNEL.'

In another development, La Tempête des Tropiques reports, 'UN Security Council has renewed arms embargo on DRC.' Echoing MONUC's Deputy Spokesman, Mr. Mamadou Bah, the paper says, 'the arms embargo consists in banning land, air, maritime or river supplies of weapons to Congolese and foreign armed groups operating in DRC.'

'The Security Council has renewed the arms embargo against all the armed groups operating in the Kivus and Ituri until 31 July 2006,' Le Palmarès says.

L'Observateur, for its part quotes Mr. Bah as underscoring, 'it is extremely urgent to put in place a military hierarchy in South Kivu.'
