Press Review of 19 May 2006

Pasteur Kuthino's arrest and the securitization of the electoral process are the major issues in today's local press.
"Kuthino's case: JP Bemba files complaint against Governor Kimbembe", reports Le Palmarès, indicating that the Vice-President is suing Governor of Kinshasa for false accusations against him.

La Référence Plus reports on Pastor Kuthino's arrest and indicates, "Malaise within the DRC political leadership; political stakeholders and independent candidates demand immediate liberation of the Pastor and the creation of an independent investigative commission to illuminate the affair."

Le Potentiel writes, "Confusion within the political leadership" and highlights a bipolarisation of the political scene with stakeholders of both sides raising tone. For the pro-opposition paper, "we are in for endless inflammatory political rhetoric."

Political players keep reacting against Pasteur Kuthino's detention at Centre pénitencier et de rééducation de Kinshasa. Yesterday again, presidential candidates election met at the Forces novatrices pour l'Union et la solidarité (FONUS) headquarters and "denounced the continued arbitrary arrests as well as the totalitarian drift of the HAM (the High Media Authority)," says La Tempete des Tropiques.

Le Palmarès writes, "Audio-visual professionals have blamed a totalitarian drift of the HAM on its chairman who, they say, has forgotten his main mission, to ensure the neutrality of the Medias in handling information."

L'Observateur, for its part, focuses on the securitization of the DRC elections: "450 troops of the European Force to be deployed in Kinshasa shortly," echoing the Special Envoy of the European Union for the Great Lakes region, Aldo Ajello. According to the paper, the German and French troops "that will constitute the hard core of the 1500-strong European Force; the bulk of which to be positioned in a neighbouring country on standby." L'Observateur says the Force's headquarters will be in the premises of the Ndolo Air Base in Kinshasa, rather than Ndjili Airport as previously announced.
