Assessment of government performance by Vice-President Azarias Ruberwa, Rwandan president's threat to re-deploy his troops to the DRC and Possible Government's reshuffle in DRC are the main issues raised by today's local press in Kinshasa.
''Azarias Ruberwa was very critical of government performance when assessing the political, defence, and security situations after nine months in power'', reports LE PHARE, echoing yesterday's press conference held by Vice-President Ruberwa. ''It is a mitigated assessment, that is neither negative nor positive'', declared Mr. Ruberwa, before adding that lots of efforts are still to be made. Azarias Ruberwa however noted some breakthrough in the formation of the integrated police unit, to be deployed in Bunia, says the paper further indicating that the law on defence was already made and is now in the process of being finalised by the National Assembly. '' We however regret the delay in putting in place the Supreme Council of Defence that has generated the problems we are facing today'', he declared. Asked to know whether it was possible to put in place an integrated Army over the next 14 month, the Vice-President deplored that the 2004 budget, makes no provision for the Army. Referring to the Transition, Mr. Ruberwa indicated ''that it has gone through obstacles and continues facing difficulties''. He feels that ''the efforts made by the Presidency, the Government, the National Assembly, the Senate and the Democratic Institutions would lead to a successful transition if we remain within the regulations and principles stipulated by the All-inclusive Agreement: the mode of consensus, the principle of a conflict-free transition and the consultations- '', indicates LE PHARE.

With regard to insecurity in Eastern DRC, ''A. Ruberwa pleads for a forced disarmament of armed groups by MONUC'', reports, LA REFERENCE PLUS. He acknowledges CIAT's arbitration role when ''disputes'' arise and highlighted that it would be ''quite logical to appeal to the International Community for help'', notes the paper.

On the same subject, LE POTENTIEL says ''CIAT will not resolve disputes with a slack hand but will act in accordance with the All-inclusive Agreement''. The paper indicates that CIAT launched an ultimatum to the government concerning the putting-in-place of the Territorial Administration. In the same development, the paper adds, CIAT has updated its own Transitional roadmap. According to the paper, ''the chronogram, more accurate than the one recently published by the presidency, clearly sets priorities for a successful Transitional process''.

Kagame is making fun of the Congolese and Monuc, titles L'AVENIR, alluding to the declaration made by the Rwandan president threatening to re-deploy his troops in the DRC should FDLR rebels proceeded with incursions into Rwanda from DRC. The paper indicates such Rwandan president's ''appalling'' statements are not unusual. He ''first feigned insecurity along the common border in order to justify its troop-movement into the DRC and then declared that Interahamwe were preparing attacks against Rwanda''. The paper refers to Rwandan president's declaration as ''shocking'' since ''it says that Monuc was not up to its task for having disclosed the presence of Rwandan troops on the Congolese territory''.

A government reshuffle is being prepared ''to stall the scheme on the coordinator'', according to LA TEMPETE DES TROPIQUES. The paper heralds '' deep changes'' within the government soon aimed to ''create obstacles to the appointment of a Government coordinator''. According to the paper, the scheme on the Government coordinator is justified since ''several Cabinet ministers showed incompetence and ineffectiveness as a result of which we have noted delays in implementing the Transitional calendar''. The paper indicates that ''consultations were initiated at the top level of the Government to dismiss the incompetent and problem ministers from the government''.

LE PALMARES announces an ease of tension between Congo Brazzaville and the DRC following a communiqué announcing that both countries are preparing to make a voluntary repatriation of the troops having taken refuge in Congo Brazzaville and Congo-Kinshasa. Within this framework, the paper further says, nearly 4000 ex-DSP (Special Presidential Division) who took refuge in Brazzaville would like to ''seize the opportunity offered them by President Joseph Kabila'' to return to the DRC. Simultaneously, it says, ''the troops of the former president Lissouba of Congo Brazzaville in Kinshasa will also be repatriated to Brazzaville''.

At the same time, the eight elements of the former APC (RCD-K-ML's armed wing) arrested in Beni and Butembo and taken to Kinshasa lastly were presented to the press, reports L'OBSERVATEUR. The paper recalls that those elements are blamed for ''conducting subversive activities affecting internal security of the DRC''.
