Communiqué of the international facilitation

Kinshasa, 11 September 2008 - The members of the International Facilitation, signatories to the Actes d' engagement of 23 January 2008, express their grave concern with regards to the recent fighting in North Kivu and South Kivu. They reiterate their commitment to work towards lasting peace in the East of the Democratic Republic of Congo and in the Great Lakes region. They also reaffirm their commitment to the sovereignty, territorial integrity and the legitimate institutions of the Democratic Republic of the Congo.
The International Facilitation calls on all signatories to scrupulously respect the provisions of the Actes d'engagement, in particular the immediate cessation of hostilities and their involvement in the restoration of State authority in all the areas of the Provinces of North and South Kivu.

The International Facilitation condemns all cease-fire violations and demands that the CNDP immediately ceases its military activities in areas recently occupied, in particular in the environs of Nyanzale, Numbi, Minova and Kirotshe.

In accordance with the spirit of the Actes d'engagements, the International Facilitation strongly demands that all forces immediately withdraw from the positions they have occupied after 28 August, to stop all new troop movements, with the exception of those involved in the joint operations with MONUC against the FDLR, and to abstain from all hostile statements against other partners of the Amani process.

The International Facilitation calls upon all parties to implement, without delay, the separation of forces and disengagement plan that will be proposed by MONUC.

The International Facilitation notes MONUC's commitment to protect civilian populations, in particular internally displaced persons.

The International Facilitation finally demands that all the members of the Mixed Technical Commission on Peace and Security rejoin, without delay, the Working Groups created in the framework of this Commission, and to continue actively their work to accelerate the implementation of all the provisions of the Actes d'engagement.
