MONUC welcomes the adoption of the Draft Constitution of the DRC

Kinshasa, R.D. Congo, 16 May 2005: MONUC hails the adoption, on Friday, May 13, of the Draft Constitution of the Democratic Republic of the Congo (DRC), which will soon be submitted to a popular referendum.
MONUC congratulates the lawmakers (members of the National Assembly and Senate), and more generally all the Congolese leaders who have contributed to the drafting of the fundamental law of the country.

MONUC is especially pleased to note that this draft constitution guarantees a balance of power among the executive, legislative and judicial branches of government and that it constitutes a significant progress in terms of the liberties and rights of the Congolese citizens. In this regard, it is with great satisfaction that MONUC notes the provisions of article 14 which stipulates, among other things, that 'Women have the right to fair representation within the national, provincial and local institutions' and that 'The State guarantees the implementation of parity in the representation of men and women in the said institutions.'

This text, if adopted by the people, could allow a real consolidation of democracy in the DRC and pave the way for the establishment of a new political order that the signatories of the Global and All Inclusive Agreement have committed themselves to ushering in at the conclusion of the Transition.
