Press Review of 04 October 2007

The security situation in Eastern DR Congo continued today to make headlines in Kinshasa's newspapers.
That situation was discussed at a meeting of National Assembly Members from North Kivu province.

During their meeting, these MPs "rejected the Belgian-proposed initiative to appoint a facilitator to help resolve the conflict opposing the Congolese government to Laurent Nkunda," L'Avenir reports.

Le Palamarès believes that in making such a proposal, "Belgium confirmed the fragility of the DRC government and indeed its inability to find a solution to the problems in the east".

Le Phare thinks that the international community should "exert pressure on Rwanda and Uganda which support Nkunda".

The key to "peace lies in arresting [Nkunda who is being sought] under an international arrest warrant" for war crimes," suggests L'Avenir, noting that "all solutions proposed to end the crisis racking North Kivu have failed so far".

These solutions have failed either because "some bore within themselves the seeds of conflict, or because the others were just smoke screens...," explains L'Avenir, adding that the Belgian proposal "to nominate a facilitator [for the DRC] is to be included in the latter category".

Le Palmarès concurs, saying that is the reason why "the North Kivu MPs are opposed to the idea of sending a facilitator to the DRC to resolve the crisis in the east..."

"How [then] will [the Congolese] resolve the crisis in the east with the support of the international community while rejecting the latter's call for dialogue?" Le Phare wonders.

In a different connection, Le Palmarès notes that "the 5 billion USD loan offered by China to the DRC raises concerns within the IMF"

Indeed, the International Monetary Fund has "warned of the impact that such large sums, that is 5 billion USD of public debt, could have on the country's macro-economic stability," according to Le Palmarès.
