The major topic in today's local press is the security sector reform.
"A round table on the security sector reform was opened in Kinshasa yesterday," reports Le Potentiel.

Le Palmarès reports, "participants will reflect on how to carry through the reorganisation of the army, the police and the justice," indicating, "the Minister of Defence has already revealed his vision in the form of global objectives with a time frame."

"The first stage, running from 2008 to 2010, will be dedicated to the formation of a rapid reaction force comprised of the 12 battalions to take over from MONUC whilst the second, to run from 2010 to 2015, will be dedicated to the training of the productive force to reconcile the different armed forces among themselves and with the population," says L'Avenir.

The last stage, says Le Palmarès, "from 2015 to 2020, will be dedicated to army's modernizing with the formation of a deterrent force..."

In other news, the headlines in La Tempête des Tropiques read: "The Belgian Minister of Land affairs and delegation have been illegally confined to hotel in Lubumbashi by unidentified people."

In the Bas-Congo, "Bundu dia Kongo BDK, a political and religious sect has banned the DRC national anthem in all their schools in Luozi and Seke-Banza," reports Le Potentiel.
