Press Review 29 of July 2005

Security situation in the Kivus and Debates around Appointments of new Public Firms Chief Executive Officers are the main issues broached by today's local papers.
The headlines in L'Observateur read: 'Three new FDLR camps dismantled' in South Kivu. The paper quotes MONUC military spokesman, Lieutenant-colonel Thierry Provendier as reporting, 'a thousand troops, a dozen armoured vehicles and four helicopters participate in the operation Thunder Storm that dismantled 16 camps under the operation Falcon Sweep during the last few weeks,' L'Observateur says.

'Murderers will be taken to Justice,' Le Palmarès reports, alluding to those who masterminded the Mamba massacres. Echoing Lieutenant-colonel Provendier, the paper says, 'They are isolated, uncontrolled and extremists murderers who are not willing to return to Rwanda.'

Based on 'reliable information,' Le Potentiel puts it most clearly, 'the Rasta led by Colonel 106 and the FDLR dissident Hutu rebels masterminded the murders,' echoing MONUC military spokesman.

La Tempête des Tropiques, for its part, reports, 'CIAT (expresses) hopes' for smooth enrolment operations in South Kivu. 'They call on the Government to curb insecurity in that part of the country before the Independent Electoral Commission starts its enrolment operations.'

With respect to the security situation in North Kivu, L'Avenir reports on its front page, 'Two ex-RCD brigades are opposed to the merging operations.' Quoting 'credible sources,' the paper says, 'the strategy on hampering the merging of the ex-ANC troops, more particularly the Kinyarwanda-speaking was worked out on 21 June.'

'The putting in place (of public firms CEOs) scheduled for this week-end,' headlines Forum des AS in another development. The paper explains, 'Apparently the criteria required by Joseph Kabila finally proved successful to the extent that the components and entities have already reviewed their list.'

Le Palmarès reports, 'things nearly foundered yesterday between PPRD (President Joseph Kabila's party) and RCD (Vice-President Azarias Ruberwa's party),' following 'PPRD's refusal to negotiate over the National Radio and Television Broadcast Corporation, RTNC in French acronym and the National Aviation Authority known as RVA.' 'The so much expected decree to this end might be promulgated today.'
