MONUC appeals for calm and a ceasefire in North Kivu

Following very alarming reports from North Kivu of fights between different ex-military components of the Armed Forces of the Democratic Republic of the Congo (FARDC) in the locality of Kanyabayonga, MONUC strongly appeals to the factions engaged in these fights for calm and an immediate cessation of hostilities.
In the framework of its mandate, MONUC supports the Transitional Government's efforts aiming to extend its authority throughout the territory, in accordance with the mechanisms agreed to by the different actors of the Transition, and recalls that the decision to deploy troops in North Kivu was approved by the High Council of Defence on 8 December 2004.

MONUC calls on the Transitional Government to clarify the confusion on the ground in North Kivu and reaffirm its commitments and objectives as approved by the High Council of Defence, which had announced that the re-deployment of troops would be carried out 'in conditions that reassure the populations and that reinforce the units of the 8th military region thus merged.'

MONUC also requests that be held an urgent meeting of the High Council of Defence in order to ensure that the deployment of the FARDC is performed in a coordinated and concerted manner.

Moreover, MONUC has information about a distribution of arms to civilians in the province of North Kivu. The mission exhorts the parties that may responsible for this to immediately end these arms distributions, and informs them that they will individually be held accountable for the dramatic consequences of their actions.

MONUC appeals to the actors of the Transition to refrain from any declaration or action that may inflame the situation and threaten the ongoing transition process. The mission recalls that the Transitional Government and the local civilian and military authorities are entirely responsible for maintaining law and order.
