MONUC applauds DRC Government Decision to dispatch Investigation and Conciliation Mission to Eastern

MONUC hails the DRC Government's decision to dispatch an investigation and conciliation mission to Eastern DRC at this critical stage of the transitional process that risks being undermined by the renewed fights in Kanyabayonga. Comprised of high-ranking officials, the delegation, which flew on board four MONUC aircraft, arrived in Goma on Friday 17 December.
As part of its support to the FARDC, MONUC notes with satisfaction the determination shown by the High Council of Defence to extend Government authority across the DRC territory under decisions made on 8 and 15 December.

MONUC warns against further action by insurgent troops and urges them to return immediately to their pre-hostility positions. MONUC also calls for the respect of the unilateral truce ordered by the DRC president. MONUC will not tolerate that civilian population be once again the principal victims of the current fighting and is proceeding with the redeployment of its available troops in the northern province, notably in Rutshuru, Kanyabayonga, Rwindi, Goma, Beni, Lubero, Butembo, Masisi, Walikale, and Nyabiondo, with the objective to protect civilians and deter insurgent troops from pursuing their operations.

Moreover, MONUC is highly concerned by the new humanitarian crisis provoked by the fighting, which has caused the displacement of over 30,000 people. After dispatching two reconnaissance missions on 14 and 15 December, MONUC has participated in the assessment of the humanitarian needs and is actively contributing to the organization of emergency assistance to the displaced population.

MONUC is convinced that foreign troops effectively entered the DRC territory immediately after Rwanda issued its threats on 23 November. It therefore demands that the foreign parties engaged in the conflict stop their support of these insurgent troops. Since the beginning of the crisis, MONUC has intensified its verification missions across North Kivu. The missions confirmed that the insurgents receive weapons and reinforcement from abroad.
