MONUC Press Review - 17 October 2007

Today the Kinshasa newspapers devote their principal pages to the situation in eastern DRC.
In North Kivu, Le Phare says the "suspense is terrible". This is particularly so as "president Kabila, in agreement with the government decided to end the situation of insecurity in this province," acknowledges L'Observateur.

In clearer terms, continues L'Observateur, there will be "no negotiations with Nkunda."

"Nkunda who recruits children," informs the La Référence Plus underlines that "after having undergone heavy losses among his ranks, the ex General has nothing better to do than shout about the humanitarian catastrophe to attract the sympathy of the international community."

Moreover, believes le Palmarès, "the Special Representative of the UN Secretary General for the DRC and the ambassadors of the United States, France, United Kingdom, Belgium and South Africa managed to ease president Kabila's determination to end once for all the adventure of Nkunda."

The result: "President Kabila agreed to grant a new chance to Nkunda and its men," said Le Palmarès.

However, Le Phare indicates: " The temptation of many Congolese leaders would be to see the president's electoral victory confirmed by a military victory over Nkunda's troops."

Exactly "in the same way as the FARDC tackled the guards of Jean-Pierre Bemba last March," Le Phare adds.

Meanwhile, "the deputies adopted the law yesterday regarding the financing of political parties," informs Le Potentiel.

This will allow "the survival of the political parties which struggle with major economic difficulties," estimates Le Potentiel.

"Only the political parties regularly approved by the Ministry for the Interior will be entitled to this financing in so far as they are represented in the national, provincial and local assemblies," specifies L'Observateur.
