MONUC Press Review - 8 October 2007

Today the Kinshasa press devotes its principal columns to the resumption of clashes in eastern DRC.
Last Saturday clashes were renewed between the FARDC and troops loyal to ex-general, Laurent Kunda. These clashes, specifies L'Avenir, took place "in the locality of Bukima..."

In light, the truce "is thus broken" between the Armed Forces of the Democratic Republic of Congo and the men of NKunda, observes Le Potentiel, and saying that "the third war is starting in the DRC."

Indeed, explains Le Potentiel, "the dissident general Nkunda who refused to subject his elements to mixing has just decided, if he has not already done so, on a great offensive against the the FARDC positions."

True "... declaration of war...," deduced Le Potentiel.

This, continues Le Potentiel, is "a challenge to the regular army but also MONUC."

It was the FARDC and the U.N. mission who "recently signed an agreement to carry out joint military action against the negative forces," points out Le Potentiel.

This is a challenge, Le Potentiel says "in relation to Uganda, Burundi and Rwanda whose army chiefs agreed in Lubumbashi, with that of the DRC, on all options to neutralise the negative forces."

Therefore the clashes "had just tested the engagement of all the parties with this declaration of war from Nkunda," estimates Le Potentiel before concluding that "if nothing is done to neutralise it, there is no doubt that it will conclude with duplicity on the part of the godfathers of Nkunda –Rwanda- in fact, and that of the International community."

Meanwhile, the DRC Minister for Transport was dismissed following the crash landing of a plane which occurred last thursady in the Kinshasa suburb of Kingasani.

But, estimates Le Phare, he "should not be the only one to pay."

Indeed, "the government must provide explanations and in particular to establish responsibilities before sanctioning any justice," estimates Le Potentiel.

This more especially as "another member of government, the minister of state close the presidency of the Republic in a letter dated 12 September 2007, made a plea to prohibit the use of Antonovs by air companies flying in the DRC ," said Forum des As.

the reason for which, recalls Le Palmarès, "is the opposition demands a independent investigation commission to throw light on the circumstances of the crash landing."

It, which finds "the first measurements taken by the government as hasty, partial and obviously obstructive to the verification of the facts," indicates Forum des As.

The issue of the crash landing of the Antonov 26 will take place in the National Assembly today," informs Le Palmarès.

A crash landing which caused 50 victims, two of which were "diamond traders who had 1 million dollarsheir briefcase....sll of which was carbonized, concludes Le Palmarès.
