Moustapha Niasse's statement that the International Community is preparing to mobilize US$ 3.5 billion for the DRC is the issue that dominates today's local press.
L'Observateur hails the initiative by "the International Community to mobilise the funds for the reconstruction of the huge central African country plagued by several years of war and plundering of its natural resources."
Echoing Moustapha Niasse, L'Avenir reports "the time has now come for this country of over 2 million km2 for 63 million inhabitants to definitely draw a line under the page of the painful conflict to engage resolutely on the track of peace and economic reflation."
Le Palmarès recalls, "Moustapha Niasse already made such an appeal during the inter-Congolese talks, urging the Congolese people to agree in order to receive substantial financial assistance from the International Community."
Le Phare advises caution over the "Moustapha's billions" in the absence of a formal declaration by the donor community and a responsible Government to interact with the International Financial Institutions; Moustapha Niasse's declaration, though rosy, must not be taken at its face value."
In other news, Le Potentiel calls for "an audit of the transition," since it has ended and ministers and governors have started dispatching the day-to-day business. "Good governance implies an inventory of all the past period, before starting the 3rd Republic in all transparency," says Le Palmarès, indicating, "DRC has been ranked the 6th most corrupted country in the world by a report of the NGO Transparency International."
