Press Review of 14 December 2006

Appointment of a Prime Minister and the formation of Government are the major issues in today's local press.
The headline in Le Palmarès reads: "Appointment of a Prime Minister: Joseph Kabila under Pressure." The paper calls on "President Kabila to abide by his agreement with Palu in this respect that its leader Antoine Gizenga should be the Prime Minister."
La Référence Plus says, "The issue about the formation of the Government weakens President Kabila and embarrasses the president's platform, the Alliance pour la Majorité Présidentielle." The paper further says, "It will certainly take long to form the Government."
"Palu's leader does not want to have ministers involved in economic crimes in his cabinet," says Le Potentiel, foreseeing "difficult collaboration ahead between Joseph Kabila and his Prime Minister."
La Tempête des tropiques reports, a powerful political, economic and financial lobby called "the Binza group which was already in existence at the height of Mobutu's rule] determined now to bring Gizenga down, blaming him for setting himself up as a lessons giver while he should account for his own crimes against the nation."
Under the headline "Government to be published shortly," L'Avenir highlights, "everybody is in the learning process (...), many things are being done off cameras and eyes; when appointed, the Prime Minister will have to negotiate with the other components of the majority."
"Time is flying and the Congolese people have been waiting for the Prime Minister and the Government since the inaugural ceremony on 6 December 2006," says Le Potentiel.
In other news, L'Observateur reports, "nearly 70 troops of the renegade General Nkunda surrendered to the DR Congo Armed Forces FARDC."
Referring to General Nkunda, Le Phare writes, "MONUC is for a political solution rather than military."
