Today's local papers in Kinshasa mainly comment on the postponed plenary meeting on the peace, security and development for the North and South Kivus.
"The first plenary meeting initially scheduled for Tuesday 8 January did not take place," reports La Tempête des Tropiques.

La Référence Plus explains, "The plenary meeting did not take place because the accreditation of participants has not been completed."

Le Palmarès, for its part, argues, "The city of Goma does not have the capacity to accommodate over 300 delegates, however, at this stage, already 800 delegates have been registered and 200 - 300 are waiting to be registered."

"Like in the Sun City, delegates continue to arrive in large number from every part of the country some of whom uninvited," says Le Potentiel, indicating, "as a result, over 1,300 participants will attend the Goma forum."

L'Avenir reveals that "...almost half of the delegates participated in the National Sovereign Conference (CNS) (organized at Mobutu's time) and almost all of them to the inter Congolese Talks held in Sun City." The paper is critical of the fact that "most of the delegates would like to get a share of the cake, that is, the per diem in Goma in order to cope with the financial crisis in the country."
