The memorandum of understanding signed on Saturday 19 May, reads "both parties agreed on pursuing funds-raising efforts and allocating additional fund for improved re-numbering of the civil servants," says La Référence Plus,
"The signing of the memorandum will generated an atmosphere of confidence that will enable the Government to bring its plan of action to fruition and to avert unnecessary clashes and disastrous stoppages...," reports L'Observateur.

La Référence Plus refers to the memorandum as "a non-aggression deal between the DRC Government and the civil servants' unions."

Le Potentiel, for its part, recalls, "In three days, Gizenga's Government will have totalled exactly three months," highlighting, "the Government will be judged by its real achievements and capacity to sort out the military, political, economical and social situations; no excuse will be accepted and the grace period is over."
